The Minnesota Department of Health intends to enter into a one-year agreement with Meta, to provide promoted posts on Facebook and Instagram. Promoted ads placement with Meta Platforms, Inc. (Meta), allows follower interaction with the post. The post is placed on Facebook and Metas other social media platforms like Instagram. Meta also provides result measurements.
Placing promoted posts through Meta helps Health meet its mission of protecting, maintaining, and improving the health of all Minnesotans because it can advertise not just to the current audience on the platform, but to all Minnesotans. Promoted posts on Facebook allows Health to target the entire state, which furthers our opportunity to reach Minnesotans in both rural and urban areas. Health must control all paid promoted posts, including the content of the post, when the post is created, when it is posted, and for how long each advertisement will be posted.
It has been determined that placing promoted posts directly with Meta is the only reasonably available service that meets our business needs, and the services required are not available from any third party.
