1. Purpose

Pursuant to Federal Acquisition Regulation (FAR) Part 10, the Department of War Education Activity (DoWEA) Procurement Office is currently conducting market research to identify companies capable of and qualified to provide comprehensive Esports Program Support Services for the DoWEA Pacific Region.

This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ), and does not obligate the Government to any current or future commitments.

2. Scope of Work (Draft)

The anticipated requirement is for a commercial services contract to provide centralized management and operational support for the DoWEA Pacific Region Esports Program serving Department of War (DoW) schools throughout the Pacific.

The contractor shall provide services including, but not limited to:

Services will primarily be performed virtually with travel required to support the annual Far East Championship event in Japan.

The period of performance for these services are anticipated to start on 01 October 2026. For purposes of this acquisition, the North American Industrial Classification System (NAICS) code is 611710, Education Support Services, Size Standard, $24.0M.

The Product Service Code (PSC) is R499, Support Professional, Other.

3. Requested Information

If your company is interested, capable, and qualified to provide these services, please submit the following:

a. Statement of Interest

Please indicate your interest in participating in this potential requirement.

b. Capability Statement (Maximum of 5 pages).

Please provide a brief description of your company’s qualifications, relevant experience, and technical capabilities to meet the draft scope of work. Include:

  1. Company name
  2. UEI
  3. CAGE Code (if applicable)
  4. Business size under the proposed NAICS
  5. Socioeconomic status
  6. Primary point of contact
  7. Company capabilities statement (maximum five pages)
  8. Description of experience providing comparable scholastic or collegiate esports program management services
  9. Description of experience supporting geographically dispersed organizations
  10. Experience supporting K-12 educational organizations, colleges, universities, military organizations, or similar entities
  11. Experience providing:
     
    • League administration
    • Tournament management
    • Live broadcasting
    • Esports coaching support
    • Technical advisory services
    • Student recruitment support
       
  12. Ability to support events occurring in the Indo-Pacific time zones.
  13. Ability to travel internationally in support of a culminating championship event.
  14. Recommended labor categories.
  15. Rough Order of Magnitude (ROM). Please submit a non-binding ROM cost estimate based on the draft scope. This estimate is for planning purposes only and will not be considered a formal quote. Please see the attached Request for Information - Sources Sought Notice document for more details.

Interested vendors are requested to address the following:

  1. Can your company provide a complete end-to-end scholastic esports management solution?
  2. What esports management platform(s) do you currently utilize?
  3. Have you supported K-12 educational esports programs?
  4. Have you supported military or government educational organizations?
  5. Can your organization provide live match administration?
  6. Can your organization provide livestream production for remote audiences?
  7. Can your organization provide collegiate recruiting resources?
  8. What games does your organization currently support?
  9. What cybersecurity controls are utilized for your platforms?
  10. Are your services commercially available without significant customization?

Vendor’s email message shall state “HE125426QESPORTS” in the subject line. Telephone calls regarding this RFI will not be accepted.

5. Disclaimer

This RFI is issued solely for information and planning purposes. It does not constitute a solicitation and shall not be construed as a commitment by the Government. The Government will not reimburse respondents for any costs incurred in responding to this notice.

Please note that vendors are required to be registered in the System for Award Management (SAM) database at the time an offer/quotation/proposal is due to comply with the annual representations and certifications requirements.  Therefore, only businesses with an active SAM registration will be eligible to receive any resultant contract(s) with the Department of War Education Activity.
