This is a Notice of Intent, NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis with Biaera Technologies LLC, 277 Eastern Boulevard North, Suite 3, Hagerstown, MD 21740 for a AeroMP/3G 1-Year Service Agreement renewal.

The mission of the OCSIRF is to serve as a responsive and collaborative resource that facilitates multidisciplinary research to understand, treat, prevent, and eradicate diseases caused by novel, emerging, and highly virulent viruses. The IRF-Frederick serves as a collaborative resource for internal (NIAID) and extramural investigators to conduct research on viruses, such as those causing high-consequence disease (e.g., Ebola and SARS-CoV-2) and many other viruses included on the NIAID Priority Pathogens list. The IRF-Frederick has the capability to conduct biosafety level (BSL)-2, BSL-3, and BSL-4 research. It is one of the few facilities in the world able to perform medical imaging to evaluate animals in BSL-4 containment. These unique features enable the comparison of various exposure routes for either naturally occurring or deliberately released viral pathogens. In addition to animal models of disease, the IRF-Frederick uses innovative approaches including high-throughput drug screening, targeted genomic sequencing, custom immunological and serological analyses, and organ-chip model development to elucidate fundamental mechanisms of viral pathogenesis and assess candidate medical countermeasure efficacy.

This procurement is for a service agreement for continued support of our existing Biaera Technologies Aerosol Control System equipment which is a critical need for the Aerobiology Lab.  Most of the aerosol studies run at the IRF involve the Aero 3G as the main operating unit and engine of the experiment.  Researchers can safely operate flow controllers, control parameters, and monitor details associated with aerosol experiments.  The equipment also integrates with the primary engineering control, the Class III biosafety cabinet, thus providing a safe environment to conduct these studies.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide this service may submit a capability statement along with a copy of agreement with manufacturer to service Biaera Technologies equipment to be considered by 11:00 am EST, Wednesday, May 21, 2025. All required documents must be submitted via the NIAID electronic SIMPLIFIED ACQUISITION SUBMISSION SYSTEM (eSASS) website at https://esass.nih.gov All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).  All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
