Z -- RAPID (Robins Agile Practices for Infrastructure Development) at Robins AFB SOL RAPID-FY27 DUE 09/16/2027 at 04:00PM -04:00 POC Eric Jackson, ERIC.JACKSON.36@US.AF.MIL, tel:730-326-9037

SUBJECT: — Robins Agile Practices for Infrastructure Development (RAPID) Umbrella Program Notice (10 U.S.C. § 2808a Other Transaction Authority)

1. BOTTOM LINE UP FRONT (BLUF)
The Department of the Air Force, specifically the 78th Civil Engineer Group (78 CEG) at Robins Air Force Base (AFB), Georgia, is publishing this Umbrella Program Notice to announce the establishment of the Robins Agile Practices for Infrastructure Development (RAPID) acquisition framework. Operating under the innovative statutory authority of 10 U.S.C. § 2808a, RAPID seeks to completely modernize base infrastructure and execute facility repair and construction projects using flexible, commercial-style Other Transaction Agreements (OTAs). Traditional Federal Acquisition Regulation (FAR) rules do not apply, enabling the Air Force to engage directly with local, regional, and national commercial builders who have limited or no prior federal contracting experience.

2. PROGRAM STRUCTURE & TIMELINE
Rather than a single, one-off project solicitation, this Notice establishes the RAPID Umbrella Program, which will remain active for one (1) full year from the date of this posting. During this 12-month period, the Government will periodically publish project-specific solicitations, referred to as Areas of Interest (AOIs), directly under this umbrella.

Each independent AOI will outline:

Program ParameterDetailsStatutory Authority10 U.S.C. § 2808a (Standalone Facility Construction or Repair Authority)Umbrella Active Period12 Months (Continuous Open Notice)Execution VehicleProject-Specific Areas of Interest (AOIs) & Other Transaction Agreements (OTAs)Key FlexibilitiesNo FAR boilerplate clauses, standard commercial accounting (No CAS), negotiable termsFollow-on AuthorityEligible for non-competitive, sole-source follow-on production construction under § 2808a(c)

3. ELIGIBILITY & PARTICIPATION
The RAPID framework actively seeks to lower barriers to entry. Unlike prototype OTAs, 10 U.S.C. § 2808a carries no statutory Nontraditional Defense Contractor (NDC) prerequisites and zero cost-share mandates. Commercial general contractors, specialty trades, design-build firms, and joint ventures are all fully eligible and strongly encouraged to monitor this notice and participate.

4. ACTION REQUIRED FOR INTERESTED VENDORS
Interested commercial builders and designers should take the following immediate steps to prepare for upcoming RAPID projects:

  1. Monitor This Posting: Bookmark this SAM.gov notice. All project-specific AOIs will be posted as amendments or linked notices here.

  2. Register on SAM.gov: Ensure your company has an active, completely free registration and Unique Entity ID (UEI) on SAM.gov.

  3. Form Teaming Alliances: Begin networking with regional design firms, general contractors, and trade subcontractors to build integrated design-build consortia capable of executing rapid, commercial-style projects.
