W912P425BA022 - BRL High Mast Lighting UpgradeThis is NOT a request for proposal or invitation for bid; this is for INFORMATIONAL purposes only to make industry aware of the upcoming requirement. A response is not required at this time. Questions will not be answered until the official solicitation is issued.The USACE Buffalo District is currently preparing an Invitation for Bid (IFB) solicitation with the intent of awarding one (1) Firm-Fixed-Price (FFP) contract. The estimated value of the project is between $250,000 and $500,000. The solicitation is anticipated to be posted no later than the end of July 2025.The Black Rock Lock (BRL) in Buffalo, NY ensures safe navigation on the Upper Niagara River. To provide sufficient lighting for commercial and recreational boat traffic during low-light conditions, the site is equipped with seven high mast light (HML) poles, each standing 100 feet tall. Lighting was installed in the 1970s with various upgrades in the 1990s and 2000s. Recent maintenance efforts have faced difficulties with the existing LED fixtures, which were replaced in 2013 but are now problematic due to outdated, first-generation equipment. A scope of work will be provided to rehabilitate the seven high mast light poles at the BRL and install new lowering devices and LED lighting fixtures.TYPE OF CONTRACT AND NAICS: It is anticipated the result of the solicitation will be one (1) C-Type Contract. The North American Industrial Classification System Code (NAICS) for this effort is 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing.This will be a sealed bid, low price acquisition.This will be set aside for Women-Owned Small Business (WOSB) Eligible Under WOSB Program Set-Aside.A site visit will be announced when the solicitation is released.Please be advised that this requirement may be delayed, revised, or cancelled at any time prior to award.SOLICITATION WEBSITE: The official solicitation and any subsequent amendments or updates, when posted, will be available free of charge by electronic posting only and may be found at the Procurement Integrated Enterprise Environment (PIEE).
