Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.  

Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Excelitas Technologies Corp, located at 200 West St Waltham, Massachusetts, 02451. The purchase order will specifically procure three new power supplies to power existing lamps. The contractor shall complete delivery within 12 weeks of award and instillation shall be completed no later than 5 business days after delivery.

Authority
This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 335139 - Electric Lamp Bulb and Other Lighting Equipment Manufacturing with small business size standard of 1,250 employees.


Description
The Engineering Lab (EL) at the National Institute of Standards and Technology (NIST) has an accelerated weathering device, the NIST 2m SPHERE. The device includes 6 lamps that are controlled and powered by 6 power supplies.  The existing power supplies are no longer supported by the manufacturer and must be replaced to maintain operation of the device.  Currently, NIST EL requires 3 new power supplies and cables.  The new power supplies will be used in the SPHERE lab to power three of the lamps and extend the operation of the 2m SPHERE until all 6 power supplies can be replaced.  Therefore, the new power supplies must be compatible with the existing lamps and 3 remaining power supplies to maintain operation.  At a minimum, the new power supplies must be able to power the 10-inch-wide I600N irradiator (lamp module) with electrodeless bulb and provide 480Vac at 50/60 Hz.  The new power supplies must also communicate with the existing VPS600 power supplies that will not be replaced at this time. 

Sole Source Determination
The sole source determination is based on the following:

The NIST SPHERE device was developed by original equipment manufacturer Excelitas Technologies Corp and is proprietary to this contractor. Only this contractor can provide and install power supplies which are compatible with the existing device. Excelitas Technologies has no authorized resellers of its products. Therefore, only this contractor can meet Government requirements.
