N -- N063--Sterilize and update existing EMS UV Light Disinfectors SOL 36C24125Q0189 DUE 06/10/2025 at 05:00PM -04:00 POC Kenya Mitchell, Kenya.Mitchell1@va.gov, tel:860-666-69511 The Department of Veteran Affairs, Networking Contracting Office (NCO1) intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with Steriliz, LLC for the following requirement: PERFORMANCE WORK STATEMENT TITLE: Prepaid service, support and Cloud access for IN-TRAK reporting software and technical Support Place of Performance: 1 VA Center Augusta, ME 04330 Period of Performance: Base + 4 Option Years (Options Years will be exercised at the Governments discretion) BACKGROUND: The VA Maine Healthcare System (VA Maine HCS) Environmental Services Department (EMS) is responsible for the cleaning and disinfection of the entire VA Maine Healthcare facility. In response to the COVID-19 pandemic, EMS at VA Maine purchased several ultraviolet (UV) cleaning units, which have been highly effective. In 2023, the VA issued Contract No. 36C24123F0283 to acquire devices to sterilize equipment at designated VA facilities. Market research identified one firm with the capability of providing both equipment and technical support necessary for support the VA facility. The software support allows EMS to generate reports on the location, usage frequency, and operation of these disinfectors. As new information on COVID-19 and other harmful microscopic entities emerges, the UV lighting systems can be wirelessly updated or adjusted to meet EMS requirements at VA Togus, Maine. REQUIREMENT: This document serves as a request to extend access to software updates and technical support of Steriliz s Rapid Disinfector UV-C Disinfection Equipment. The vendor Steriliz, LLC (dba Steriliz UV Disinfection) manufactures, installs and supports the Steriliz Rapid Disinfector UV-C Disinfection Equipment and IN-TRAK Reporting Software. The Steriliz UV Disinfection Equipment contains novel and unique features protected by U.S. Patents US 9,345,798 B2 and US 10,226,541 B2 on apparatus and processes which are proprietary and may only be purchased through Steriliz UV Disinfection. The RDC units require software updates and support services to maintain the operation of previously purchased RDC units. The following RDC units were previously purchased this agreement: RD-444, RD-445, RD-446 RD-546, RD-547, RD-548 RD-641, RD-642, RD-643 RD-644, RD-645, RD-646 Steriliz is the sole source service provider of the RD UVC Rapid Disinfector, IN-TRAK Reporting Software and Customer Technical Support Plan. Steriliz supports the product direct throughout the United States under the Customer Technical Support Warranty ESA (Evergreen Support Agreement). The Steriliz products contain copyright protected software subject to a licensing agreement placing restrictions on its sale and use which states the warranty is void if the Equipment or Software has been installed or modified other than as authorized in writing by Steriliz. DAYS AND HOURS OF OPERATION: For this service, EMS requires access during the following shifts: Day Shift: 0700 1530 Evening Shift: 1500 2430 (Add) Weekend Shifts: 0700 2430 (Add) Operating hours for this service will be 7:00 AM to 1:30 AM, seven (7) days a week. PERFORMANCE REQUIREMENTS: The Contractor must: a. Provide access to software updates and support services for previously purchased UV disinfection units throughout the life of the contract. b. Ensure that all updates are compatible with the existing RDC units and do not disrupt operations. c. Offer remote or onsite troubleshooting support as needed. d. Maintain records of all software updates and support activities, ensuring compliance with VA regulations. POC: Primary John Saunders, Asst.
