Type of Contract: This is a Call for Qualifications which will result in award of a firm-fixed price contract. The Phase II Firm Fixed Price Award will be made using a Best Value Tradeoff Process under FAR 15.101-1.
FAR 36.204 Disclosure of the magnitude: The design and construction cost for this base contract and all options is estimated to be between $200,000,000 - $300,000,000.

Project Description: This project is for the design-build of the Virginia Creeper Bridge and Trail Reconstruction. The Virginia Creeper National Recreation Trail (VCNRT) is a popular thirty-four -mile rail-to-trail in Washington and Grayson Counties in Southwest Virginia. While the western half is owned and managed by the Towns of Abingdon and Damascus, the approximately eighteen miles of the eastern half is owned and managed by the USDA Forest Service. The landscape of the eastern half is rugged and remote, and that portion of the trail sustained heavy damage from Tropical Storm Helene in late September of 2024. The trail occupies the former footprint of the Abingdon Branch of the Norfolk and Western Railroad and includes forty-seven railroad trestle bridges. The trail’s eastern half, managed by the USDA Forest Service, includes thirty-one trestles, most of which were destroyed or damaged by the storm. Much of the treadway in the trail’s eastern half also sustained heavy damage. This project proposes to reconstruct the eastern 18 miles of the Virginia Creeper National Recreation Trail in its former footprint, while maintaining its former 2%-7% grade, and including trestles, treadway, and identified associated features.
